The Ohio Consumers' Counsel helps people who live in Ohio and have problems with their utility bills or phone service. They can answer questions about how utilities work and help you file a complaint if you have a problem. Submetering means your landlord or property manager measures how much water, gas, or electricity you use and bills you for it.

- You live in Ohio and get utilities from a publicly owned utility company. (Cleveland Public Power does not count as a public utility.)
