Who can use it

You must be a customer of the Northeast Ohio Regional Sewer District in Cuyahoga and Summit Counties. Your household income needs to be at or below 200% of the federal poverty guidelines for water, and 250% for sewer. If you're on SNAP, HEAP, or County Tax Homestead, you automatically qualify for the discount.

Completed application along with proof of all household income for the past 30 days for the applicant (contact NEORSD for a zero income declaration)
Photo I.D.
Social Security number proof of income or enrollment in equivalent program such as SNAP
and proof of home ownership or proof of sewer bill responsibility if tenant.
