Who can use it
You must live in Cuyahoga County and have lost things in a fire or a disaster declared by the Governor. Your household income must be at or below 200% of the federal poverty level. You must be a parent, caretaker, relative, or guardian of a child under 18 living with you, or be pregnant in your third trimester or later. At least one family member must be a U.S. citizen or qualified alien. You must try other community resources first. If you have more than $1,000 in savings, you must use that money first.

What to expect
Pick up an application at a Job and Family Services office, the library, or request one by mail. Fill it out and turn it in. The office will decide yes or no within 10 days. If approved, you pick up your voucher and give it to the landlord or seller. Both of you sign it, then return it to the office.
