Prevention, Retention And Contingency (PRC) - Rent

This program gives families a voucher to pay for rent and/or a security deposit when there is an emergency that cannot be solved another way. The help is for situations that will not last more than 4 months. You can get help with a security deposit and first month's rent when moving to a new place, or with back rent if you are staying in the same apartment. There is a limit to how much help you can get in one year.

Who can use it

You must live in Cuyahoga County and have income at or below 200% of the federal poverty level. You must be a parent, caretaker, relative, legal guardian, or legal custodian of a child age 18 or younger living with you (or through age 18 if still in high school), or be pregnant in your third trimester or later. In some cases, non-custodial parents can qualify if they are enrolled in Ohio Works First, food stamps, and/or Medicaid and are current with child support. You must try other community resources first by calling 2-1-1. At least one family member must be a U.S. citizen or qualified alien. The lease must be in your name, and you must show you can pay rent going forward. If you have more than $1,000 in liquid assets, you must use that money first. You cannot get help more than once per year. In most cases, you need proof of a court case about your housing (like an eviction notice) dated within 30 days of applying. You do not need a court order if you are 30 or more days behind on rent, moving from a homeless or domestic violence shelter, working with a domestic violence provider, being rehoused by Children and Family Services or Senior Services, or must move due to lead poisoning. This program does not help if you need to move because of bed bugs. The program does not serve people who are fugitive felons or who have been convicted of program fraud and have not repaid it. People who were sanctioned can still apply if they apply within 30 days after the sanction ends.

What to expect

Pick up an application at a Job and Family Services Office Monday through Friday from 8:30am to 4:00pm, or get one online and email or fax it. You can also call the PRC Hotline to ask questions or request an application by mail. Libraries in Cuyahoga County can help you apply online, by phone, or by fax for free. After you send in your application with all required paperwork, you should get a decision within 10 calendar days (sometimes up to 30 days). You will be told the decision in person or by mail within 2 business days. If approved, you pick up your voucher at Virgil Brown Neighborhood Family Service Center, sign it, give it to your landlord to sign, and return the signed voucher with the landlord's W-9 form.
